Could you explain to me what is an electrical bunker in a 13.8 kV distribution system?

I've never heard the term "bunker" applied to an electrical system before.  Perhaps a room with fire-rated construction similar to a transformer vault?  

Or are you thinking about something underground?

I think it could be something underground, either for transformers or for conduits or cables.

In the US we would call these vaults or manholes, normally.  

If you can be more specific about what you want to know, someone can probably help you out.
