Can anyone please let me know what the rules are regarding "S" stamp or name plate required when installing a flanged "in-line" of flanged "set-on" type interstage attemperator. The ASME Section I code does not specifically address this but am assuming to treat this as a valve whereas the name plate is sufficient.

Is this for new construction or on an in-service boiler? This does make a difference.

If the item above is built to Section I as a pressure part, a data report and S stamp are required.
