I need to repair an existing sprinkler system and run all new lines in another area. I am not going to change anything just mimic the existing piping. Can i do it in house or does this have to be done by certified sprinkler pipe fitter. Facility is in NJ

The new lines should be analyzed and calculated to insure proper size to deliver the req'd density to the area.  At a minimum, you should have a fire sprinkler contractor involved.

The install MUST be done by a NJ Certified sprinkler contractor and plans must be send to the local Fire Sub Code Official for review and approval as per NJ Bld Code.

You are not permitted to make repairs, change, alter, any fire protection system UNLESS you are a certified by NJ to do so. Here is a link on those requirements:
