Also the idea of a Z-clipping plane as opposed to just front and rear is not something I am familiar with, so I'm looking to be contradicted if it actually exists.

In a ideal world i would like to do this in a drafting view, but if it could be done in modeling, that would also be of benefit.

Yes okay that is another interpretation that could be what the question meant the view WCS would be created with Z pointing in and out of the screen. You still have to call them front and back or you'll never find them in the dialogs which as Phil rightly points out is under the perspective tab.
Does some other CAD system refer to the clipping planes using terminology like "Z clipping" in their jargon? You had me thinking of clipping relative to the co-ordinate system rather than the view. I had the sense of something you can do with dynamic sectioning but not with clipping planes.
Sorry if anyone was more confused that I myself, and I hope we ended by helping anyway.
