UFC 4-023-03,     In Chapter 5-2.1

There is an exception for Horizontal roof ties. "steel work only supports cladding that weigh not more than 14.6psf and that carries only imposed roof and wind loads"

What does the 14.6 psf includes ?
If I have the supporting steel, deck, sheathing, insulation roofing (pvc),  are all included ?

Try contacting Tim Campbell and USACE.  I don't have his phone number handy, but he is intimately involved with that document as was able to help me with a wood structure that had to meet the guidelines of 4-023.  

You can search a directory of people within the USACE website somewhere.
