I am designing a mezzanine in an existing warehouse that has limited space for the stair.  I am aware the IBC 2006 section 1009.9  alternating tread devices gives a little more flexibility on the rise and run however my mezzanine is 1500 sq. ft. which is over the allowable 250 sq. ft. but my area is only for storage.  The osha section 1910.24(e) has a table for the "Angle of stairway rise" whice code prevails?

The permit department of the local municipality can tell you which code is required to be followed.  Probably both.
