If I have a 3D part, and an image file (like a PNG or JPEG), how do I paste the image onto the surface of the part? Can I do that with SolidWorks? I have made the part in SolidWorks, and I have to essentially "wallpaper" an image onto it.

If this is possible, how will I deal with the fact that the part has nonzero curvature? Alternatively, if it is not possible to paste an image onto a part in SolidWorks, what other software could I use? Could I type text on a part in SolidWorks, or use a "paintbrush tool" within SolidWorks to sort of sketch an image on the surface?

I continued searching the internet, and I discoved that what I want is called a "decal," and I need PhotoWorks to do it, apparently. I don't have PhotoWorks, my site license for SolidWorks doesn't include it. I usual only make each part out of a single, homogeneous material.

Is there any way for me to sketch or type on the part using SolidWorks without the add-in? Thanks.

You may be able to use the Wrap function.

Even though I have Photoworks I avoided using the decal function on some recent labels as every seat of Solidworks would have to have Photoworks added in to see the decal. I brought the bitmaps of the various artworks into only the source control drawings of the labels. In the assembly we inserted just the multi-config part (common size) representing the unprinted label.

Your only real option is to model the label if you don't use a decal.  Depending on how complex your surface is I would model the label as on a plane, insert a sketch picture and as the Limey said try the Wrap.
