I am designing deadmen to support a tank that will be submerged. What safety factor, if any, do I use against uplift and where is it documented?

   Use 0.6 DL with other loads for buoyancy calcs.  Assume no backfill is in place during the monsoon rain event.

If you are perform stability analysis, check USCOE (US Corp of engineers)for suggested factors of safety.

Ee used to use SF >=1 for the worst case scenario - max. ground water table while tank is empty.

If you use the .6 factor instead of the .9, then a factor of safety of about 1.5 is included in your design calculations against uplift.

I have recommended 1.1 before provided you are very confident about the high groundwater level.
