I am working on a roadway expansion project in which we match the pre to pst using detention basins. the authorities wanted us to perform a downstream impacts analysis for areas which do not go to any basins. we did hec-ras runs for the increased peak flows, but they want us to do an impact analysis based on increased volumes as well. is there a procedure/model which can be used in this case? all such areas which do not go to basins eventually discharge (by ditches, pipes) to decent sized creeks (>20 sq.mi). before trying to do a full blown hydrology for those creeks and coming up with something like the timings to peak discharges are different, is there any other way?
