Using solid works drafting how would I use the smart dimension icon to put a dimension on that would show
a minimum distance between 2 circles?

There sure is!  Here are the steps:

1.) Dimension the distance between the two circles by clicking the OD of each circle.  It will dimension centerline to centerline

2.) left click the dimension you created, and the properties window will open on the left side of the screen (where the history tree is)

3.) Click the tab marked "leaders" at the top of the properties window

4.) in the "arc condition" sub window, click both "min" option buttons.

This will give you the min distance you are looking for.

If you have a newer version of SolidWorks, you can hover over the circle with your cursor until its pick points come up.  Or, you can just hold the shift (or is it ctrl? ..I always forget) key and pick the quadrant point you want.
