Under the new 318-08   is the old alternate design method using working stress design permitted,   For simple quick design and checks, we would like to still utilize work stress design..

The 318-99 had Appendix A, which included provisions for Allowable Stress Design.  This was removed in the subsequent 318-02, 318-05 and the current 318-08.

I don't have a copy of the 318-08, but both the 02 and 05 codes have, in the commentary of chapter 1, the following:

"In the 1999 code and earlier editions, Appendix A contained provisions for an alternative method of design for nonprestressed reinforced concrete members using service loads (without load factors) and permissible service load stresses.  The Alternative Design Method was intended to give results that were slightly more conservative than designs by the Strength Design Method of the code.  The Alternative Design Method of the 1999 code may be used in place of applicable sections of the code."

Here's what 318-08 states in Chapter1
