Can the eigenvalue buckling analysis determine whether the load applied will cause the model to buckle?

Well, yes.  If the load applied is equal to the buckling mode, then you'd get an eigenvalue of ~1.

So eigenvalues less than 1 would suggest buckling?

yes, the alternative is to put a unit load as the applied load and your first eigenvalue is now your buckling load.

Agree with MrMyers - that's exactly how I would normally do an eigenvalue buckling analysis.
