About the same time,an ex dOW employee wrote a book about pipeline risk assesment, Kent Muhlbauer, which I used to development some inspection intervals. All of this before pipeline integrety rules came out.
In 1996 I went to work in plant environment. I adopted the risk assesments developed by DOW, publishe by Kent M. to do piping, vessels, rlief, and safety systems. Now thanks to SJones link, I have a peer credible backup for a proram I developed.
The program takes the line, veseel, ect lists you have. Then operations and Engineering answers about 10 questions about the line and its contents. Then based on an agreed upon value, each answer is scored and the lines risk value is established. For example, a line with <4 ppm H2S = 1, <50 ppm= 10 and over 50 pmm= 50. Things like water saturation level, material = SS or CS, ect.. These give the relative probability of failure.
Then 10 more questions about the consequences, so liquids versus gases, high versus low pressure, toxicity, ect. The consequence times probability equals risk. Or a look up table like those used in Hazop gives the overall risk.
The over all risk drive the inspection time. Again based on a table predetermained with a 10 year max on pipe and 5 year on relief valves, 10 years on vessel, and 2 years on controls.
It's all set up in a spread sheet and the math and look ups are automatic. one of the questions on probability also includes a score for prior history so there is feed back into the risk.
I'll review the SJones paper again too.
