Right now I only have 3rd edition LRFD.  Do you think it is worth the money for me to join ICC and buy the 13th edition? Will cost me over $300.  What do you think?

Never, but never question engineer's judgement

RE: 13th edition AISC

I believe you can download the specification for free. Obviously this doesn't include any of the design aids.

It may be worth it just to get a feel for the Direct Analysis Method (Appendix 7) which greatly simplifies some designs. There have been several posts on this forum regarding this.

Also, I believe some of the bracing provisions have been updated.

And yes- it will probably cost you a lot.

RE: 13th edition AISC

Join AISC, it will give you free access to all of the design guides and technical papers as well.
Definitely get the 13th edition.  As stated above, this includes the Direct Analysis Method.  Additionally, the 13th edition puts restrictions on the use of other methods of stability analysis.

Well, I wanted to join ICC insted because they would give me as much discount plus other books.  That way I dont have to join AISC, ASCE, etc.
