I cannot seem to find a limiting range for the aspect ratio (L/D) of atmospheric tanks built to API standards. My tanks currently are in the range from 1.2 to 1.5

It depends a lot on the volume of liquid stored as well as the shipping limitations for shop built tanks.
It has been my experience that API-650, shop-built"smaller tanks" (5000 to 40,000 gallons) tend to have aspect ratio of about 1.2 to about 3.0... Diameters tend to be from 9 ft to about 13 ft
For economy in materials cost, the larger filed fabricated tanks, follow the "eight foot course" rule. (the tank diameter is adjusted so that an even number of eight foot courses is used)
How much liquid are you storing and will your tank be shop built ?

Among other items, the local soil bearing pressure will be a factor as to whether you can use a simple foundation versus one needing piles. That could also have a significant impact on the overall cost of installation.

As per my experience:
1. For small tanks start from 1:1 to 1:2
2. Larger field fabricated tanks of >5000 KL capacity, fix height based on a.soil bearing strength, b.seismic considerations. Normally limited to about 20 meters.
