does catia recognize this file type as a solid model?  if not, which converter would you guys recommend?

UGS parasolid format, if you can't insert it in a product then you may need the multicax plugin that catia has. But check in the documentation that the plugin supports the version of the parasolid file you have.

I'm guessing there are some 3rd party converters but I can't recommend any. Can you request it in step instead?
