any suggestions/references for dechlorination of filter backwash (prior to discharge to the environment), on the cheap?

A few questions that I think would need to be answered first:

1) How big are the filters and how much discharge do you have?
2) What is the level of TSS in the backwash water?
3)Where does the backwash water go?  Is it discharged directly to the environment or does it go to sludge settling ponds?  

If it goes somewhere besides directly to the environment first, you could just let the chlorine dissipate naturally by holding it for a short period of time.

coloeng, I would guess the filters are 48" diameter and estimate discharge rate of 400gpm for 20 minutes a day.  I've only seen them once and it's been a few weeks.  It's discharged directly to the environment.

This will be a temporary fix that at the same time could be approved by regulators.  The owner is seeking funding to tie the discharge into a sewer system, as a permanent fix.

If it is a temporary fix, the fire hydrant method would be ideal.
