How good are SEMs , and what type ,are good for detecting Boron in steel ?

I don't think you will need an SEM for your application.
Take a look at this site for a hand held instruments that will analyze for Boron and many other elements.
If this is a short term problem you may want to rent one these instruments or one by another manufacturer.

Scanning Electron Microscopes do not analyze for chemical composition, that is the function of an Energy Dispersive X-ray Spectrometer.  Bruker, Oxford, and TSL (EDAX) all make EDS systems.  The following thread recently discussed this subject as well:

My application ? I spend a good bit of time trying to teach metallurgy to custom knife and sword makers .They sometimes make damascus blades by taking two or three different steels and through a process of hammering and folding steps end up with an attractive blade. They use borax as a flux and while much of it ends up on the floor .However the question is how much of the boron ends up in the steel and is it uniformly distributed ? Can I scan across the layers to tell me how much boron and where is it ?

Why not just look for oxygen, since borax is a borate compound? You could use EDS for this or even SEM in back scatter mode.

How about using XRD techniques to detect boron traces?
