I'm drawing up a list of material quantities for qualifying pipe weld procedures. Materials are carbon steel, low temp carbon steel, stainless steels -304, 316L, 321 - Chrome Moly. Some of these materials are of heavy wall thickness

On a previous project, I remember that we qualified weld procedures in pipe to flange and pipe to nozzles, if I recall it was on the low temp carbon steel, A 333 to LF350.

Can anyone advise where in ASME (B31.3, ASME IX) it is specified that pipe to flange weld procedure qualification is required and as to why it is needed?

The requirement for qualification of weld procedures is in the code of construction specified for fabrication. For pipe used in various service conditions, the Power Piping Codes like ASME B31.x would be used as the code of construction, and as such, weld procedures for pipe fabrication would fall under ASME B&PV Code, Section IX for qualification. Section IX only provides guidance for weld procedure and welder qualification, nothing more.

For flanges, ASME B16.x standards would apply, and once again welding would fall under the requirements of ASME B&PV Code, Section IX for qualification.

It is not specified in either B31.3 or in ASME IX because they work on a materials grouping system (P Nos + Group Nos).  Where one usually does see requirements for separate qualification of pipe to flange welds is in pipeline welding specifications, such as DNV OS-F101 or owner specified supplements, where manufacturing method and/or heat treatment condition are essential variables.

B31.3 does contain requirements for welding pipe to flanges, reinforcement requirements, design for loading and welding pipe to nozzles.

Yes - but it doesn't ask for a pipe to flange welding procedure qualification the last time I looked!

ASME B31.3 lists associated ASME and other internationally recognized standards as an endorsement for use of these standards. It is in the ASME flange standard B16.5 (for example) that welding shall be in accordance with the required code. By this reference in ASME B31.3 to these ASME standards (like B16.5), welding must be in accordance with ASME Section IX, which means with a qualified procedure.
