While working at a facility yesterday, we discovered that most of the plant BDV's are staged to allow for staggered relief loads on the system.  Our shutdown proceeded with a manual pushbutton to confirm ESD functionality, however, with 4 or 5 BDV's staged (no-one on site realized this), it called into question the following.  Staging of BDV's seems to work fine when we have complete control of the BDV outputs - but what happens when we lose full control of the 24 VDC outputs and all the valves want to open simultaneously.  Any ideas on staging?
