Is it possible to make from/add features to an existing model?

We are running SW2007 on a PC and are modeling gears. The initial model would be the blank (Gear w/o teeth.) and has its own drawing. Then we take that blank and add teeth and it becomes another part number with its own drawing.
I NX5 there is a function called promoting or wave linking giving the blank model the ability to have features added at the gear level model.
This capability would insure that only one model has to be changed if a revision is required. Thanks in advance for some insight on this matter.

Or you could do the cut level as a configuration of the blank level.
Or you could do it like TheTick suggested and insert the blank part into a new part document.

create a drawing for that part
create a part template of that part
When creating a new gear use the part template for the base of the gear and add the teeth to that part.
We do this with inserts that we machine. We have a blank insert of different sizes saved as templates and use them when we need apart using what ever size insert.
