Regeneration of softeners using ocean water

Regeneration of softeners using ocean water

(OP)
On a Pro bono Tsunami relief project, I am donating a Softener, RO, UV light system to treat a well wrecked by the geologic pressures on the groundwater approximately 100 yds from ocean. As the people are poor, I'd like to regenerate the softener with ocean water (free and accessible). Saturated brine is 26%, seawater is 4%. How can I optimize regeneration of the softener with seawater? Lengthen brine draw proportionately?
