Does IBC give a factor of safety for wood frame structure design in sliding and overturning? This is allowable stress design.

I believe there are none, just satisfy the load combinations (including 0.6DL + 1.0WL).

Reading IBC, I got the same impression. It asks to satisfy the load combination per section 16, which is what you said.
