I am re validating relief valve protecting steam vaporizer.  
Tube side:  Heating Oil from Column
Sheel Side: Water converts to 150# steam.

One water pump feeds in 4 vaporizer in parallel. All vaporizer has a Level control valve on feed water line.

I am trying to find worse case relief scenario for control valve fail open.  First additional vapor due to vaporization get relived, but after some time exchanger will be liquid full as exchanger will not be able to vaporize all liquid coming in.  I think i can give credit for flow to steam header, as down stream of tube side flows to 150# steam header with 16" line.  But i m not sure.

If anyone can help me how to find relief load for worse case  or make me understand about relief scenario.
