Can anyone point me in the direction of a equivalent of the above material spec please?

Looks like an SAE 8620.

There is no exact USA equivalent, since this standard (DIN 17115) is for welded chain links.  The grade 23MnNiCrMo 5 2 (1.6541) is closer to 8720 than 8620, but neither of these has as much Mn or allows as much Cr at the upper end.  A non-standard grade 8722 would be even closer.

Despite the fact that there is no equivalent, for welded chain link application, I would probably go with the 8620.
