I've seen this website before, but the lower Windward Islands aren't included.

You might try the 'Search by Map' option under 'Data & Products' at "http://www.ncdc.noaa.gov/oa/ncdc.html".

I also suggest contacting NOAA NWS directly, especially the folks at the NCDC (National Climatic Data Center).
