Is the blowdown required for safety function or for funcional function by ASME III (nuclear)??

Blowdown is a functional inevitability of the inefficiency of the RV, what ASME does is it puts bounds on the design to limit that inefficiency.

ALso without blowdown there would inevitably be chatter.  It IS necessary to have a difference between the opening point and the reseating point.
