There is no Section 309 -- do you mean 3.9 which has to do with marking packages?

Here's a synopsis of the requirements:
Items are to be marked to preserve identity by stamping, etching, stenciling or other means, or by use of a securely attached tag. Metal stamps, if used shall be low stress rounded bottom type stamps. If vibrating marking tools are used, they shall be fitted with carbide marking tip (or equivalent) and designed to provide a rounded impression not exceed 0.010 inch (0.25 mm). Etching shall not be used on nickel alloys, weld areas, or sensitized stainless steel areas. Electric arc marking pencils shall not be used. In all cases, the type of marking shall not be deleterious to the material or violate any other section of Subpart 2.2.
Tags shall be made so that they retain the markings, withstand weathering deterioration, and other normal shipping and handling effects. They also cannot be deleterious to the material.
Container markings shall appear on a minimum of two sides, preferably one side and one end. Markings shall be in waterproof ink or paint and shall be legible.
Handling and special instruction information shall be preceded by the word CAUTION in letters that are at least 0.5 inches (12.7 mm). Tags or labels shall be affixed to the container using waterproof adhesive, tacks, or corrosion resistant wire.
All markings (on component and container) shall be in English and all references to weights shall in standard American (avoirdupois) units. Duplicate markings in other languages or units are allowable. Pictograms are also allowable on the container.
Container markings shall include: destination, return address, package numbers (purchase order number, package number, and total number of packages), material identification number, handling instructions, weight (if over 100 pounds (45.5 kg) and any special instructions (such as desicant inside, storage, unpacking restrictions). If the item is not in a container, it shall have the same markings as required for a container, in a location which is in plain unobstructed view. Marking may be made to the bare metal surface, providing it is not deleterious to the item.
