Dear All,
Please see attached file, I would like to install tee way.
But I not sure what sould be the rule for flow velocity and what should be the proper size of D2.

My piping is
Flow in main pipe about 100 m3/hr.
D1 is 6 inches,
what is the proper size of D2.
At the end of small pipe I like to have about 40-50 m3/hr.

It will depend on the pressure imposed on each leg of the "T" - the flow will favour which ever leg has the lowest pressure.  

Therefore if you know the pressure at the tapping point you can calculate the D2 based on the pressure required to produce the flow rate of 40 -50 m3/hr thru this branch line.
 
I'm from the old school and would have to calculate it by trial and error - but today where is probably a computor programme to do it, maybe someone here can assist you.

Alternately, put in a line sufficient to handle the flow rate you need in conjunction with a conrol valve of some description and regulate to suit your requirements.

As Artisi says, you really don't proportion flows by T size.  That's a hydraulic operation consideration.  All you can really do is proportion the T outlets according to the flows you WANT to have later during operation.  To size the outlet, base the outlet diameter on volume entering the tee and proportion the outlet Area_outlet = Area_inlet * Outflow/Inflow.  Then as Artisi says, its your job to control outlet pressures in downstream legs to make sure the flows proportion in that same manner during operation.
