How much capacitive reactance is available?
The utility I work for is installing a large number of overhead SCADA controled switched cap banks. We currently have no plans to add caps in areas of heavy underground distribution. I have heard less caps are needed because of the natural capacitive reactance of sheilded underground cable. I'm talking about 1000' ft runs of 1000MCM. @ 24kV 3 phase in pvc duct in a 12" wide trench.

A rough number would be 0.022 Megohm of shunt capacitive reactance (at 60 Hz) in 1000 feet of cable.
Yes, there is a good bit of shunt capacitance in UG distributions cables.
