I'm looking to find out if a 16mm dia shaft will fit through an M18 x 1.5 tapped hole wih clearance?

An M18 x 1.5 internal thread has a minumum minor dia. of 16.376 mm, so you've got a clearance of at least .38 mm.

Yes, by about a half a mm.  Look up the root diameter or tap drill size for M18x1.5 to verify.
