By definition cross-ties must alternate ends when placed.  Ref ACI-318.

In columns that have ties with seismic hooks, is there a requirement for these ties to be alternated?  Or is the alternating of ties engineer’s preference and if so this preference is based on what criteria?

See section 21.4.4.1.  Crossties (135 degree hook on one end and 90 degree hook on the other end) must be alternated.  But hoops with all 135 degree hooks are not required to be alternated.
