I am designing a compression member using Allowable Stress Design. The manual I am using is SEI/ASCE 8-02. How should I account for local web and flange buckling.

Methods for web buckling analysis and flange buckling are addressed in the AISC manual of steel construction.  Even though you're using stainlees, I think that's probably your best design source.
