I'm in the process of coordinating installation of between a dozen and two dozen engineering planning, analysis, and design software applications for the DPW at a very large US Army installation. I have been informed that ALL software being installed on any networked machine must have a Certificate Of Networthiness (CON). Additionally, CONs obtained by the Air Force, Navy/Marines, Coast Guard, and other DoD / national security entities are not acceptable by the Army.

1) Does anyone have experience with this?
2) Does anyone know why there is not cross-agency/service acceptance of CONs?

Sounds like your customer is in violation of the Joint Technical Architecture mandate for ALL DoD entities.  You need to ask your customer what requirements are different and why whatever this certification isn't acceptable.
