Someone is designing a stainless steel pipeline for fuel transportation from a pear to a tank farm. Marine enviromental above water. Is 304 or even 316L acceptable? Should regular API 5L coated be better?

What about risk of leaks?  Is full double containment required?  I would guess YES.
Good shop coated carbon steel is probably better than stainless.  With SS You really would need to coat and then there is a risk of crevice corrosion.

no double containment. base question is you check all the ASM Handbook 13 regarding and you always find that SS can be used on marine atmosferes as long teher is O2 to reform the lost of passive film by Cl. So basically the SS should look kind rust but beave ok, dont you think?

If the line is in a desert coastal environment like Southern California, Middle East,etc., painting of the stainless steel is a must; for such an environment, I concur with Ed's coated carbon steel recommendation.
