we are about to fabricate a a claded carbon steel tower
when welding edges of integrally claded plate joints the clade will be removed and carbon steel welded then reclad the joint ,we would like to radiograph the joint before cladding (i.e carbon steel only) as ASME VIII DIV.1 permits that but on conditions like:
1-design thickness doesn't include cladding
2-surface NDE should be applied on recladed joint
3-the overlay weld deposit is non-air hardening
all conditions are met in our case but the matter that
we can't know what is meant by air-hardening weld deposit
can anyone identify types of welding consumables that are deemed air-hardening

we clear all welds in the base metal by nde before proceeding with clad restoration.

I have read and responded to your 3 questions this morning.

these are all basic questions

are you and your company really qualified to construct a 5" thick clad tower?
