I'm looking for a ASME code listed material for a formed ellipitical head (24" O.D.) that has an allowable  (Div. 2) of 34000 psi minimum. Any ideas on what material and can it be formed to a 2:1 ellipitical head?

I think that you are mxing a bit the nomenclature. The allowable word refers to a maximum (not minimum) allowable stress value, at a given temperature, for a particular type of metallic material listed in ASME code. However, any material has a minimum (not maximum) guaranteed tensile strenght listed in the ASME II-D. If you don't have access to the ASME II-D, give us as many as available details of your material (carbon steel, stainless steel, low temperature, high temperature application, etc..) and we'll try to identify that plate for you.
Obviously, you are looking for a steel plate, but the definition of 34 ksi is just as good as you would look for the name of a blonde with blue eyes, who's currently living in Europe or perhaps in USA.
Also, most of the steel plate material listed in ASME II-D can be formed in a 2:1 semi-ellipsoidal dish, but once you determined the grade of plate material you need, you have to check with one or more fabricators for that particular material and size, if it is in their scope of supply.

My question had two parts.  I can find materials in the ASME code that have the required allowable, but what materials can be formed into an elliptical head?  For example, SA-517A satisfies the allowable requirement of 34000 psi, but I cannot find a manufacturer that makes an elliptical head (24") with an ASME material with an allowable of 34000 psi.

This SA 517 is a high strength, quenched and tempered low alloy steel. Forming of Grade A ,which is limited by this specification to 1.25" in thickness, can be performed hot with subsequent heat treatment to achieve the Q&T mechanical properties or it can be done cold with thermal treatment following the requirements in UCS-56. So, my question back to you is why can't you find an ASME manufacturer that can form this material given what I stated above?
