Lets say I have bunch of lines and bunch of square blocks.  Is there a way to (script or command) select all the blocks that are touching the lines?  It is simmilar to fence command but I want to define the fence lines with the lines that are drawn already.

You may want to try the command GROUP and select all the objects that you want to pick as a bunch under that command.  When you have a screen full of objects whereby selection is difficult, invoke the group command  and the assigned group name to modify that selection.
