Hi
new to the forum
In v5 r16 ( in 3d) is there a way to create view in direction
like down a vector..also, once you are in that view flip
off that view 90 degrees?

there's a viewing tool called "normal to a plane"

to flip the view 90°, turn on VIEW + NAVIGATION MODE + VIEWPORT SNAPPING and then try rotating your model

 I know about normal to plane..but once I'm there
I'd like to rotate the view on the screen so that one
of my vector lines is exactly vertical on the screen.
  It's a Vehicle side view of seatbelt..from anchor to dring to shoulder constitues a plane, then I need to put
anchor to dring vetrical to represent instrom pull line
then take screen shots..once you're in normal to plane it should be as easy as view along line, you know?

Try making an axis system in the direction of the viewing plane, and set the compass to Local Axis. Then select one the letters in the compass to view down that axis. Select another axis letter to look perpendicular.

Once you get the view the way you want it, use Named Views to store and recall it.
