I've read in one Thread a post from:

IF U CHECK ASTM 516 GRADE 70 SPEC U WILL NOTICE THAT BY DEFINITION IT IS KILLED STILL(THE NON KILLED/RIMMED EQUIVALENT IS 515 GR 70


In ASTM 516 spec I'm unable to find this, it seems that we can ask the supplementary requirements
S1.VacuumTreatment
S17.VacuumCarbon-DeoxidizedSteel

but if not asked, nothing says in this spec. that SA516 is fully killed ?

Section 4 of SA-516 spec states:
"The steel shall be killed and ....."

Shall I understand that "killed" and "fully killed" represents the same level of deoxydation ?

yes.

A-515 is also made "killed" (fully deoxidized) but to a coarse grain melting practice.
A-516 is killed and made to fine grain melting practice.
