In looking at ASCE Code with respect to wind loads, it is making reference to Flexible and Rigid structures by referring to a Fundamental Frequency of 1 HZ.

How, or does the 1 HZ Fundamental Frequency relate to the fundamental period, either exact or approximate, that is expressed in seconds?

I had begun to think that from a definition of HZ being cycles per second.
A bit of a hole in the Code as they didn't define that in their definitions.

That definition is not specific to a code.  It's general engineering.

Technically, it is not a hole in the code because the chapter for Wind in ASCE 7 does not have any mention of time period in it and hence, no need to define a terminology. Also as UcfSE says, it is general engineering.
