Customer would like to use a swing-in style manway and believes that 1.2.b justifies this manway because it is proprietary.  This style of manway has a gasket on the inside of the tank, so the sealing point is actually at the shell wall.

I believe 1.2 is for piping only and does not include manways.

I don't believe that API prohibits other details.  You still have to follow the reinforcemnt rules.  The gasket would normally seal against the manhole neck, not the shell itself.  I don't ever recall such a detail on an oil tank.  they are common on water tanks and have been for decades.

You are correct about the gasket actually sealing on the manway collar.  And this isn't a oil tank, the customer will store brandy in this tank.  And since brandy is a flammable liquid, they want a API stamped tank.
