From the Help menu - Basic Mouse Operations in NX5 is writen:

Mouse Wheel Environment Variable
To specify the mouse wheel's behavior in the graphics window, you can set the UGII_MOUSE_WHEEL environment variable. The system supports the mouse wheel on Windows only.

Question :
Where can I find the the UGII_MOUSE_WHEEL environment variable ?
 
I am currently working with NX5 and Windows Vista.
I have looked and searched in C:\Program Files\UGS\NX 5.0\UGII but can't find anything.

You have to add this variable to the system yourself.  Since it cannot be assumed that all systems will have a wheel-mouse it was not practical to add it as a generic varible to the 'ugii_env.dat' file, where the default variables are stored.  Rather, you should add this as a system level environment variable on those system with a wheel-mouse installed.

I added UGII_MOUSE_WHEEL=0 to the system environment variables and now the mouse wheel is no longer active.
