does anyone have any good suggestions for finding a low cost glassy cabon sheet material? needs to be conductive and substantially impermeable up to 200 deg.C?

You didn't post any physical requirements other than it has to be non-permeable and withstand 200C. Both if these requirements are easily meet by any of the GC materials. Your have very limited choice of size and thickness in sheets of GC, 6"x6" and 5mm thickness.
If you can come back with a better description of your requirements, both physically and environmentally there will be a better chance of getting some help

i have had experience with grafoil, and found that the gas permeability is too high. Also, grafoil has very poor mechanical properties. My ideal glassy carbon plate size would be 1 to 2 mm thick and at least 10" x 5". Although if a company had other sizes that were economical, I would like to talk to them.

Here is the Tokai Brand. As you will note as the size goes up you generally see an increase in thickness.

Would you be able to use a densified graphite material as you can get some low porosity's.

Even though your require thickness is low you might want to look at clad reticulated carbon foam. You can get the porosity you require as well as very strong low density plate.
I don't really know much about these materials but some other areas of research might be in the compressed and densified foam materials.
