Does Section 1907.5 of the 2006 IBC Code prohibit the wet-stabbing of Stemwall verts into concrete strip footings.  A local building official thinks that it does.  Personally I think the section is intended to address only primary reinforcement but I may be wrong.

Does anyone have any information?

Stabbing rebar is a bad practice.  Whether the IBC section prohibits it or not (I'm not near an IBC right now) doesn't matter.  CRSI and ACI both caution against it.  I never allow it.

And in many cases starter bars from strip footings are "primary reinforcement".  Only the designer knows, so the building official is correct.

While I can't argue that stabbing is bad practice.  I can tell you that in my area it is standard practice on small stemwall footings.  

The building official was basically asking me if I knew of an "out" for him.  

As you can imagine, he is not at all excited about the long, nasty job ahead in dealing with local contractors who have always followed the less costly practice of stabbing verts.

I just read 1907.5 and to me that is pretty clear that stabbing of bars is not allowed.

Sounds like the BO was being reasonable in allowing someone to show him some standard that would allow him to accept stabbing the bars.

Seems to me the code is pretty clear, no stabbing allowed.

It seems to be standard practice in the residential sector, but not the commercial one.

I always advise against it.
