PCV on fire pump, surge

(OP)
Is it advicable to install a pump control valve on the discharge of a diesel driven fire pump to control surge(Claval type, slow opening / closing valve) to prevent damage to the sprinklers?

Is it further recommended to install PRV on the branch lnes to the sprinklers?

Is above measures in order with NFPA?
