I would have to say the following.

- Magnifying Glass Tool
- Measure Tool in Dual Units
- Use Negative Numbers in Dimensions

I wasn't there but after reading http://designsmarter.typepad.com/mikepuckett/2008/01/solidworks-wo-3.html these would be my choices;

Dimensioning of sketch elements as they are created. (This will be a huge time saver if properly implemented)

BOM functionality in the assy model. (Could be very useful)

Ability to use negative numbers in dimensions. (Very handy for flipping geometry)

"Magnifying Glass" tool to allow local zoom in without having to constantly pan, zoom-in & zoom-out.

A Measure tool that support dual units. (About time!)

Bi-directional Title Block tool.
