Is there a way to mate a washer along a path of a carabiner?  I mated it so that the two planes line up but can't figure out how to make the washer move along the curve.

Place a point in the hollow midst of the washer and mate that to the curve.  (I may need to take a look at your file for more specifics.)

I'm still having trouble trying to figure it out (although now I'm trying to move the carabiner along one of the holes) - I created a point in the middle of the circle and tried mating that with the spline I created along the carabiner but its not working.  Any ideas?

Seems to work OK for me.  Although you will still have the issue of the beener passing through the bracket.  If you enable Physical Dynamics while in the Move Components command it should look a little more realistic.
