We need to connect some cathodic protection
cables to a pipe line (gas and oil in operation)
using Exothermic Weld (Cadweld), and we need to
find specifications, rules where say about of the
Criteria’s which must be had in account to carry
out this activity: maximum operation pressure,
minimum wall thickness, temperatures, etc.

The electrical folks in the IEEE area can provide information about Cadweld specifications.  These are the norm for grounding connections to a grid.  A quick web search reflects a CADWELD Selection Calculator download at erico.com.  However it shows to be 158 MB so I did not download the calculator.

Our criteria was essentially the same as the required for a hot tap. We had some lines that were off limits for both if in service. The problem of melt through can be somewhat controlled by the mold selection and metal cartridge size. This requires someone well versed in the art.

Anecdotal:
The largest pucker factor I've ever seen was when the plant Safety Supervisor walked up on a crew as they lit a charge on the side of a storage tank that contained over a 100,000 lbs. of Cyclohexane. They had been shown the wrong tank by operations. The weld was successful but the copper lead lay exposed for several years until the tank was taken out of service.
The Supervisor was give a exothermic weld connection at his retirement party.
