"Design of Pavement Structures" by AASHTO.  Very widely used design method and the source for several computer programs.

if you work in the USA, there may be some free state design guides too.

Some state departments of transportation adopt the AASHTO pavement design book and publish their own requirements which are very.. very.. similar.  In Vermont, we bought that book, and then i discovered that all the info i had needed was already out there.

that book is very usefull to understanding what is out there. There are many different and acceptable design methods presented in that book.  However, the state you are in may be more familiar with one of them (especially if the state has a downloadable design guide).
